This European Commission (TACIS) project aimed to formulate and develop a strategy for improving and protecting water quality in the transboundary basin of the Bug, Latorica Uzh rivers, tributaries of the Vistula. For these basins which concern Ukraine, Poland, Belarus, and Slovakia, the project applied the terms of the 1992 Helsinki Convention, related to the "Protection and use of transboundary waterways and lakes".

In this framework and in partnership with the Ministry of Environmental Protection and Nuclear Safety, the RODECO/ IOWater/ VERSEAU group was in charge, to :
- Develop a control and assessment strategy for water quality in the Western Bug basin,
- Apply guidelines to this basin, defined by European directives, on the control and follow-up of the quality of transboundary waters,
- Promote and update analysis and technical control procedures according to the terms of these directives,
- Propose possible changes to these directives according to the results of this project.

IOWater particularly co-ordinated the "Data management" project component.

Descripción de los servicios prestados por la OIA: 

Development of a TACIS project river basin information system in Ukraine, including:
- Application development and effective management of the project information system for facilitating water related data collection and processing ;
- Contribution to the development of the national information system in the Ukraine and the setting-up of data exchange procedures at the international level.In order to fulfil these tasks, several expert's missions were organised and a computer scientist was seconded in Kiev for 13 months by IOWater.
